Interview with Dr. Baburam Bhattarai
Interview with Dr. Baburam Bhattarai, second-in-command of the Communist Party of Nepal (Maoist) relating the current political situation. Excerpts:
What sorts of framework did the Maoist plenum draw for the Nepalese revolution?
The plenum had directed the party and the leadership to head the revolution in a new way. For that reason the met bears a great historic success.
What are the decisions made by the meeting?
The meeting had its focus and decisions fixed on how to demolish the old regime to establish a new regime in the central level of the nation.
How did the plenum analyze its party’s working policy?
It analyzed the meet as the continuation of the previous one that was held in Chunbang. The act on transformation of the party to one step is due to that assembly. The plenum has defined the working policy passed by the assembly as the prolongation of the party working policy since 2057.
Is it true that Maoist cadres during the plenum had asked the leadership to step down from the government to begin people’s revolt?
What you have heard is only a rumour. They are far from the ground of reality. What the fact is different from that.
What about conflict in the party then?
I have already told that all these were the rumours spread by those threatened by party unity among us. These were the move taken by the regressive forces to divide our party leadership. It is a natural process to hold discussion on different matters and to have inter-conflict with in a party. One should not interpret these in the wrong way.
Your party has proposed to declare the nation a ‘republic’ and proportional electoral system before CA polls. But other parties seem not willing to that?
Our party since the very beginning has its stance that the country would not have free and fair polls until the monarchy exists. But the parties are not in a mood to listen us. The plenum has decided to go with the same stance once again but if the political parties still pulls their hands from this then we will go to the people.
But political parties blame Maoists for raising such issues as an act to defer CA elections?
This is what we say a drama and ‘misinterpretation’. Who to blame? The party that had gone through a decade long insurgency to reinstate the rights of people or them who always tried to demolish that party whenever it asked for the constituent assembly? The world is aware of the fact how the present political scene developed.
But other communist leaders say you were raising the demands that have no meaning at the time?
What they know about the demands of time? Its futile to debate over the understandings of those we never tried to understand the time. We are blamed by them who even participated the elections hold by the royal regime, terming the situations sometimes as half corrected and quarterly on the others.
Does your party quit the government if the situations go against CA elections?
Constituent Assembly election must hold in the stipulated timeframe. Otherwise, not only our party but all should join a people’s revolt to bring all such anti-nationalists and anti-democratic forces in track.
